How can Brazil promote a competitive gas market?
Catavento discusses the Brazilian natural gas market opening
In Brazil, the large pre-salt reserves represent an unique opportunity to develop the country’s natural gas market. . The national Energy Planning Agency (EPE) point to a 97% increase in gas gross production up to 2027 , even if the bulk of this growth will only take place in the medium term, from 2023 on. Since Brazilian pre-salt reserves contain associated gas, its destination to markets, in a stable and predictable manner, is needed in order not to limit the growth of Brazilian oil production.
In this sense, it is crucial that natural gas sector players work together in order to find pathways that lead to the development of the market, focusing on new rules that are compatible with new entrants and with Petrobras repositioning, according to its Business and Management Plan 2019-2023 .
Taking into account the relevance of this theme for Brazilian development and insertion in global markets, the Energy Working Group of the Brazilian Center on International Relations (CEBRI), organized an event to discuss it May 30th. Décio Oddone, General Director at the Brazilian O&G Regulator (ANP), was part of the opening panel, moderated by Clarissa Lins, founding partner at Catavento and CEBRI’s senior fellow.
The first panel was followed by a rich session moderated by Jorge Camargo, CEBRI’s Trustee and Energy Working Group coordinator, relying on the inputs presented by Anelise Lara – Refining and Natural Gas Executive Director at Petrobras-, Luiz Costamilan – Natural Gas Executive Secretary at the Brazilian Oil, Gas and Biofuels Institute (IBP) -, and Luciana Rachid – president at the Brazilian Association for Natural Gas Pipeline Companies (ATGAS)-. Both panels were followed by insightful questions and comments from the audience, that included CEOs and senior executives from energy companies, diplomats and CEBRI Trustees.
Throughout the debate, senior experts emphasized the favorable landscape for the market development; the relevance of natural gas’ insertion in the Brazilian power mix; as well as key recommendations for a dynamic market opening process.
