In 2024, Catavento released the study “Rethinking transitioning away from oil and gas in a just, orderly, and equitable manner”. The paper aimed to contribute to the discussions that followed the commitment made by nearly 200 countries at COP28, held in Dubai in 2023.
As a continuation of the work completed in 2024, this new edition includes four additional countries — Indonesia, Iraq, Angola, and Argentina — and introduces a coal sensitivity analysis. The inclusion of the new countries broadens the scope of socioeconomic and energy contexts within the sample. The coal sensitivity analysis, in turn, addresses a limitation of the previous study, which did not account for the role of coal in economies heavily reliant on this energy source. By integrating oil, gas, and coal, the updated study offers a more comprehensive assessment of the complexities involved in the transition away from all fossil sources.
Building on this, the study evaluates each country’s readiness to advance the reduction of both fossil fuel supply and demand, as well as the implications for energy security, socioeconomic development, and emissions. In this context, it proposes a multidimensional diagnostic of this complex issue to foster debate at the international and multilateral levels, with the goal of ensuring the most effective mobilization of all countries toward the transitioning away process.
