The Project
At the end of 2022, in order to implement Shell Brasil’s decision to create a sounding panel – whose main focus would be the expansion of the company’s active listening capacity – Catavento was hired to conduct its structuring and facilitation. The sounding panel aims at exposing its members to different perspectives on topics relevant to the company.
To structure the group aligned with the company’s needs, Catavento conducted interviews with internal and external stakeholders and analyzed macro trends. It then recommended 6 (six) external and independent high-level executives from different sectors and a wide range of professional experiences, seeking a balance of knowledge and perspectives.
Since March 2023, the advisory board has been holding quarterly meetings facilitated by Catavento. Catavento is also responsible for recommending the annual schedule, meeting agenda, preparation of briefings, and suggestions for pre-reading, moderating discussions, and structuring the consolidation document containing the main takeaways from each meeting.
Shell Brasil’s positive perception regarding the creation and management of this high-level advisory group resulted in the continuation of the Sounding Panel in 2024 and 2025. These new cycles of discussions are expected to bring additional contributions to strengthen the company’s ability to respond to internal and external expectations regarding its strategy and positioning.
Past projects
The partnership between Catavento and Shell in 2017 took place in the context of the challenges of the energy transition. The consultancy project aimed to analyze Brazilian economic and energy scenarios, interviewing key actors for the implementation of energy and climate policies, and strategic planning.
Previously, in 2016, Catavento participated in workshops for the elaboration of Shell Brasil scenarios, with the aim of discussing the business environment in the energy sector. Shell brought to Brazil the debate around the “stress nexus”, to discuss the interrelationship between energy, food and water. The event featured experts from Brazil and abroad who discussed the challenges related to each of these themes in August 2014.

The company has around 900 employees in Brazil, with its headquarters located in the center of Rio de Janeiro and a lubricant factory on Ilha do Governador. Shell Brasil was the first private company to produce oil on a commercial scale in the country, in the Campos Basin, following the market opening.
